Moving Fingers During Tahiyat (Tasyadud)

Moving fingers while reciting tasyahud is something that has no evidence at all, and Rasulullah SAW never did it.

The arguments

Testimony from Sahabat Abdulah bin Zubair RA, indeed Rasulullah SAW gave a signal (while sitting tahiyat) with his index finger. Not moving it and not even signaling with his sight. (HR Abu Dawud, Nasai and Ahmad)

Sahabat Abdullah bin Umar RA said, Prophet Muhammad SAW while sitting (tahuyat) in prayer, put the palm of his right hand on the right thigh. Grasping the whole ja rinya and gesturing with the finger next to the thumb (index finger). The Prophet put his left palm on the left thigh. (HR Muslim and Abu Dawud)

Opinion of Imam Nawawi

Imam Nawawi said: disunahkan isyarah with the index finger when reciting tasyahud without moving it

Opinion of Imam Ibn Qudamah al-Maqdisi

(in tahiyat) allowed gestures with the index finger and without moving it, because there is a hadith narration from Ibn Zubair.
